Customs proceedings already underwent substantial changes in the 90’s, when they were greatly simplified through the introduction and improvement of the customs information system and on the basis of changes in the customs regulations. A fundamental change occurred in connection with the accession of the CR to the EU. From this moment, the procedures in the framework of customs proceedings were no longer governed by the national legislation and they became subject to the EU legislation. However, the trend in simplification and further electronification of customs proceedings certainly did not end there. The Czech Customs Administration participates actively in the process of modernization of customs proceedings, based particularly on creation of a new EU Customs Code and the related program of uniform computer processing of customs procedures in the framework of the EU, called e-Customs. In this sphere, the customs administration follows up on the successful use of computer processing of the transit procedure using the NCTS system. This experience is employed for the gradual introduction of other systems, which are the Export Control System (ECS), Automated Export System (AES), Import Control System (ICS) and the Automated Import System (AIS). These modern procedures are implemented to simplify and further unify customs proceedings in all the EU Member States in introducing new safety measures in the framework of jointly combating terrorism.
