Popis projektu
Podpora z Nástroje CCEI vychází z dlouhodobé vize EK dosáhnout rovnocenné úrovně celních kontrol na vnějších hranicích Evropské unie a v celních laboratořích. Spolufinancování z Nástroje CCEI umožní kromě samotné finanční podpory projektů také podílet se na strukturovaném řešení současné nerovnováhy ve vybavení mezi členskými státy Unie při provádění kontrol zboží překračujícího hranice celními úřady a při provádění analýz v laboratořích a dále na následné EU standardizaci technického vybavení příslušných pracovišť.
Projekt „CCEI LAB I“ umožní Celně technické laboratoři nákup odpovídajícího technického vybavení. Jedná se o pořízení nových typů zařízení a obměnu stávajícího technického vybavení Celně technické laboratoře. Vzhledem k požadovanému modernímu zařízení s vysokou průchodností vzorků budou zachovány současné laboratorní možnosti a zároveň se předpokládá zvýšení kapacity laboratoře. Celní správa ČR bude vybavena novým zkušebním zařízením se širokým spektrem využití tak, aby jako ostatní členské státy Evropské unie měla v Celně technické laboratoři k dispozici stále odpovídající moderní vybavení pro celní, daňové a další kontroly. Nepřímo tak bude prohloubena podpora celní unie, jak je definováno v celním kodexu Unie, ochrana finančních a hospodářských zájmů Evropské unie a jejích členských států, zajištění bezpečnosti v rámci Evropské unie a ochrana Evropské unie před nezákonným obchodem a zároveň usnadnění legitimní obchodní činnosti.
Cíl projektu
Cílem projektu „CCEI LAB I“ je zvýšit technickou úroveň vybavení pro laboratorní kontroly v podmínkách CS ČR. Projekt zajistí obnovu zastaralých zkušebních zařízení pořízením zcela nových moderních zařízení v požadovaném rozsahu. Cílovým stavem je dodání zařízení, jeho uvedení do provozu v Celně technické laboratoři včetně zaškolení obsluhy a jeho následné zařazení do Laboratorního informačního a manažerského systému (LIMS) a provozovaní podle metrologických pravidel v souladu s certifikací a akreditací laboratoře.

The project is co-financed by the instrument for financial support for customs control equipment CCEI (Customs Control Equipment Instrument).
Abstract:
CCEI support is based on the European Commission's long-term vision of achieving an equivalent level of the customs controls at the external borders of the European Union and in the customs laboratories. The co-financing from the CCEI will also allow, in addition to the financial support itself to the projects, to participate in a structured solution to the current equipment imbalance between the Member States of the European Union when carrying out the controls of the goods crossing borders by the customs offices and carrying out the laboratory analyses, as well as in the subsequent European Union standardization of the technical equipment of the relevant regional offices.
The project “CCEI LAB I" will enable the purchase of corresponding technical equipment for the Customs Technical Laboratory. It is about the acquisition of new types of equipment and the replacement of the existing technical equipment of the Customs Technical Laboratory. Considering required modern equipment with high throughput of samples, current laboratory capabilities will be maintained while increasing laboratory capacity at the same time is foreseen. The Czech Customs Administration will be equipped with new testing facilities with a wide range of use so that, like the other Member States of the European Union, the Czech Customs Technical Laboratory still has available the appropriate modern equipment for customs, tax and other controls. By this, there will be thus deepened indirectly support for the customs union as defined in the Union Customs Code, the protection of the financial and economic interests of the European Union and its Member States, ensuring security within the European Union and protection of the European Union from illegal trade, while facilitating legitimate business activity.
Aims of this action:
The aim of the project “CCEI LAB I" is to increase the technical level of equipment for laboratory checks under the conditions of the Czech Customs Administration. The project ensures the substitution of obsolete test facilities by acquiring completely new modern equipment to the extent required. The target state is the delivery of the equipment, its commissioning in the Customs Technical Laboratory including the training of the operator and its subsequent inclusion in the Laboratory Information and Management System (LIMS) and operation according to the metrology rules in accordance with the laboratory certification and accreditation.
